Conduct feasibility study to develop and formulate inclusive and sustainable projects for alleviation of absolute poverty & raise the standards of living of those who are living below poverty line in Province 2.    Design and develop the Poverty Alleviation Projects in the formats of GoN project as per evidenced based research about the activities that comprise the project components

  • Review of Literature (laws, policies, frameworks, institutions etc)
  • Consultation and meetings with MoALMC, PHHSCB, WUPAP Officials and relevant officials or agencies
  • Identification of Preliminary Project Location in Provinces and Rural/ Urban Municipalities or Areas
  • Prepare and Submit preliminary report for conducting field survey and data collection
  • Conduct Field Survey & Data collection for the approved location
  • Identify other Poverty Alleviation Programs / Projects and Institutions run for the identified people and location
  • Defining and Developments of Project Components
  • Analysis of project components and determine the project activities in sequence of Implementation
  • Economical analysis and Cost Estimate of the Project Activities
  • Assessment of cross-cutting issues and environmental & climate change
  • Capacity development assessment and financial Analysis and Access for investment
  • Governance & Implementation arrangement
  • Develop the Guidelines and Projects
  • Locations with maps, photos, Aerial survey maps etc as required
  • Formatting the projects in the Result Frameworks and Prepare the Operational Plan
  • Report Preparation

Empowerment of citizens and communities for active engagement with local governments and strengthening downward accountability Local bodies (DDCs, Municipalities and VDCs enriched with block grants for community led local development Capacity Development of local governments for effective service delivery Policy Support for decentralization and Local Governance (Devolution, Fiscal decentralization, Human Resources Development, Action Research etc.) Gender and Social Inclusion.


LGCDP’s over-arching goal was to contribute towards poverty reduction through inclusive responsive and accountable local governance and participatory community-led developmentthat will ensure increased involvement of women, Dalits, Adibasi Janajatis, Muslims, Madhesis, disadvantaged groups in the local governance process. Ultimately, then, LGCDP will be judged by the extent to which it delivers real and tangible benefits to the poor and to citizens as a whole.


Three major Outcomes of program are 1) citizens and communities empowered; (2) Increased capacity of local governments to manage resources and deliver basic services in an inclusive and equitable manner; and (3) Strengthened policy and national institutional framework for decentralization, devolution and community development.
