The consulting service involved establishing a method to monitor and evaluate the implementation of Basic Telecommunication service. In particular, the scope of work entailed;

  • Design and upon approval from NTA, implemented an audit and certification process that facilitated NTA to verify the roll out obligation of the Licensee.
  • Develop a process with design of format to monitor and evaluate the progress of the Licensee.
  • Establish a mechanism to report on the progress achieved by the Licensee in meeting its roll out obligation to NTA, so that NTA could take timely and appropriate regulatory action.
  • Suggest any changes required for the smooth implementation of similar projects in future.
  • The consulting services involved carrying out the above tasks in order to ensure that;
  • The Licensee complies with the network roll out obligations as stipulated in the license. The network roll out obligation.
  • The Licensees’ network meets the Quality of Service parameters.
  • The consulting service also involved verifying all the sites as required by the license condition. The consulting team physically monitored and verified at least 50 percent of the total sites as required by the license condition and also verified/certified the remaining sites by online verification methods as applicable. The sites verified and monitored physically was specified by the Nepal Telecommunications Authority on random sampling basis.
  • The consulting service also included the certification of respective VDC/ Municipalities indicating the operation of basic telecommunication Service/network while providing the final report of the monitoring & evaluation of telecommunication service.

Recommending Modalities on Telecom Infrastructure Sharing to Increase Rural Telecom Density and toDeveloGuidelines For Infrastructure Sharing.Find out and recommend modalities on infrastructure sharing and develop guidelines related to it inconsultation with operator and other stakeholders. Find out areas where pilot projects of infrastructure sharing can be initiated.
